The nws glossary defines both as 3 8th to 5 8th of the sky covered by clouds. According to komo weatherman steve pool another difference could be the nature of change expected. So anything close to a 50 50 mix is partly sunny cloudy. A sky with between 3 8 and 5 8 coverage of clouds.
During the day partly cloudy and partly sunny denote exactly the same thing. They are the same. Mostly cloudy is 5 8 to 7 8 coverage while mostly sunny indicates 1 8 to 3 8 coverage during the day. Interestingly partly sunny and partly cloudy mean the exact same thing but partly cloudy is the correct term for nighttime.
Mostly clear sunny covers 1 8th to 2 8th while mostly cloudy.
