Locusts are a type of grasshopper while cicadas are actually cousins of crickets. Locusts are orthopteran grasshoppers while cicadas are hemipteran insects. Grasshopper reproduction is much simpler than that of the cicadas. Locusts always swarm but cicadas do not always fly in large numbers.
The two names have been used interchangeably to refer to what they think as the same insect. Cicadas and locusts are in fact different insects. All legs unlike the legs of locusts and grasshoppers are about the same length. However locusts and cicadas are two different insects that do not even belong to the same order.
Reproduction and life cycle. Despite the differences in appearance periodical cicadas with a 17 year life cycle are commonly called the 17 year locusts. Cicadas like locusts and grasshoppers have three pairs of legs. Cicadas produce high pitched noises from their tymbals but locusts do not produce such noises.

Despite their physical differences locusts and cicadas have behavioral similarities. In fact the two insects have different physical characteristics. The confusion between the two insects has been plaguing north america since the first colonists encountered periodical cicadas. Locust is a common name as is grasshopper or katydid and so on.
They aren t even from the same order. While the previous answer is correct cicadas are also called locusts in some places in the world. They lay their eggs in the soil and the nymphs hatch during the spring. Periodical cicadas have reddish eyes while annual cicadas have dark eyes.
Yes cicadas and locusts are different. Cicadas have larger eyes than locusts do. Cicadas cannot swarm because they lack the hormones needed to do so. Periodical cicadas which fill the sky every 13 or 17 years also are different from annual cicadas which come out of every summer.
